No enforcement drive for HSRP and colour-coded fuel stickers till further orders in Delhi
Delhi’s transport minister Kailash Gahlot on Tuesday instructed the transport department to delay enforcement against vehicles that don’t have high security registration plates (HSRP) or colour-coded fuel stickers till further orders.

The department had issued a public notice on September 22, saying an enforcement drive would be started very soon against vehicles that don’t have HSRP or fuel stickers.
With the number of vehicles that don’t have HSRP being around 40 lakh, the public notice had led to large number of vehicle owners scurrying to book a slot online to get HSRP and fuel stickers affixed. Initial technical glitches apart, many of those who got a booking found out that their number plates had not arrived when they visited the designated centre at the allotted date and time. Since September 23, TOI has been consistently highlighting the problems being faced by vehicle owners.

Gahlot convened a high-level meeting on Tuesday with all the stakeholders to address the public grievances in relation to the affixing of HSRP and colour-coded fuel stickers. The meeting was attended by senior officers from the transport department, National Informatics Centre (NIC) and other stakeholders such as Original Equipment Manufacturers (OEM), Society of Indian Automobile Manufacturers (SIAM) and HSRP manufacturers.
In the meeting, Gahlot also instructed that no new appointment for HSRP fitment will be taken until a proper system is in place.
In a statement, the transport minister’s office said that during the meeting, Gahlot discussed several issues faced by vehicle owners in getting their HSRP fitted on their vehicle. He also instructed OEM manufacturers to put a system in place for addressing the grievances of the vehicle owners.
“Our objective is public convenience. It was misinterpreted by a section of people that we are immediately enforcing the HSRP rule. This created panic among vehicle owners,” Gahlot said after the meeting. “We have asked dealers and HSRP manufacturers not to take any further appointments until a proper system is in place. Plus, we are clear on our part that we will give sufficient time to vehicle owners to get the HSRP and Colour Coded Stickers installed before enforcing the HSRP rules,” he said.
